Why does my puppy bark in the crate and won't potty outside?

Question

All our puppy does is bark and yap constantly in the morning in the crate.. When she hears the other dogs go out she sits and cries and barks. I feed her in her crate so she won't run out the front door and are will consistently sit and bark and cry no matter what I try. I don't know what else to do...... Also she still will not potty outside no matter how constant you take her or how often.... Pet's info: Dog | Siberian Husky | Female | unspayed | 3 months and 21 days old | 15 lbs
