My neutered male puppy has lumps that come and go. Is it normal?

Pet's info: Dog | Mixed Breed | Male | neutered | 32 lbs

I’ve never owned a male dog before, and I was wondering if this is normal? Or what it is? He is 17 weeks old and both lumps come and go, they started appearing after he got neutered

Yes, this is a normal structure called the Bulbus Glandis. This portion of the penis becomes enlarged when Matvel gets excited (both sexual and otherwise). This structure becomes more prominent as the puppies get older. I hope this is helpful and please feel free to post any additional questions.
