My dog's IV site is yellow and painful. Is his skin peeling?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 6 years and 3 months old | 20 lbs

Hi, my dog has a yellowish spot on his arm where he had an iv last week. He wouldn't stop licking the spot and bc I didn't look at it too closely I just thought it was a weird hot spot and the vet gave him a steroid shot two days ago. He's still bugging it so I looked at it more closely just now and it looks like a thin layer of yellow glue (?) ...or something else that was accidentally left on after his iv was taken out. He's in pain if I try to peel it off.

It looks like he is sloughing (peeling) some skin that was irritated or infected due to all the licking. Place an e-collar (cone)on him until the spot heals. If it doesn't show improvement within 3 days of placing the cone, have him rechecked by your veterinarian. he may need antibiotics.
