My dog has a red rash or irritated skin. Can I put Neosporin on it?

Is that a rash or something else? Can i apply like neosporin or something in there or no?

That looks quite red and irritated! Although quite safe on superficial wounds, dogs groom and ingest most of the topical ointment you apply and therefore should be used only under direct veterinary supervision and if there are no other appropriate options. Many human ointments contain multiple other ingredients which are not necessarily safe to be swallowed. I would take Brownie into the vet this weekend to have this diagnosed and treated.
