My dog ate a toilet paper roll. Should I call the vet or just monitor?

Panda is a shih tzu border collie cross and is quite small he has eaten half a roll of toilet paper including the cardboard roll he is eating ok hasn't drunk much but seems bright what should I do does he need to see a vet or is he ok to just monitor over the next few days. Pet's info: Dog | Mixed Breed | Male | neutered | 2 years and 4 months old
