My male dog's penis head is swollen with clear fluid. Is this normal?

The skin on the head of my male dogs penis is engorged with a clear-ish looking fluid. Its never looked like that what could be the problem?

Thanks for the question again and the pictures. From what I can see on the images the penis looks normal, possibly slightly swollen but overall normal. It does not look like there is excessive discharge or signs of infections. If the penis is able to retract normally inside the prepuce, I would not be worried about it.
