My dog has eye discharge. Is it an infection if cleaning solution isn't helping?

Does she have an infection? She’s been having lots of discharge lately. Also I’ve been trying to clean her eyes out with dog eye solution and it doesn’t seem to work. Pet's info: Dog | German Shepherd | Female | spayed | 3 years and 11 months old | 60 lbs
