My dog has eye discharge. Is it an infection if cleaning solution isn't helping?

Pet's info: Dog | German Shepherd | Female | spayed | 3 years and 11 months old | 60 lbs

Does she have an infection? She’s been having lots of discharge lately. Also I’ve been trying to clean her eyes out with dog eye solution and it doesn’t seem to work.

Yes, it looks like Mina has an eye infection and that's likely why the flush isn't helping. I recommend to make an appointment for Mina to see her veterinarian who will likely prescribe antibiotics for the eye. Infections can be caused by bacteria, dry eye or even a scratch on the cornea. The doctor may know the underlying cause just be examining the eye but sometimes diagnostics are needed. You should also make sure Mina is not rubbing or scratching at the eye as this may make it worse. Get an elizabethan collar if needed.
