My dog is scratching her mouth with a pink spot. Should I see a vet?

My dog suddenly started scratching, licking and rubbing the left side of her mouth. There is a pink spot on her bottom lip. She had been licking/scratching a bit the last day or so but not much. It is slowing down the last few minutes. There was nothing odd that we noticed right before - she had come in (-24°C) from a quick pee and I had stopped her chewing my plugged in phone charger with no signs then. Maybe she ate something we didn't see? Should we monitor or take her to the vet? Pet's info: Dog | Mixed Breed | Female | spayed | 2 years and 1 month old | 19 lbs
