What is this dry, off-white skin tag-like bump on my Yorkie's neck?

I found this on my yorkies neck. It’s almost like a skin tag but it feels dry to the touch. It’s like an off white in color. Pet's info: Dog | Yorkshire Terrier | Male | neutered | 9 years and 11 months old | 13 lbs

It looks like that might be sebaceous cyst with some dried sebaceous debris. I don't think you need too concerned, but it would be good to get it checked out next time your at the vet.
