My relative's dogs are neglected. How can I ensure their well-being?

My mother in law is 75 yrs old. Has 4 dogs at which 1 is a puppy.She doesnt seem to care if any are getting the right care a dog should. First off.These dogs never go outside.She has puppy pads all over her house. They dont get groomed by her or professional. They all have poop stuck in the hair around butt. She feeds them by hand chicken she cooks for them and 1 can of wet canned dog food twice a day. The one dog had mats. The other day they ate human feces and wouldnt let me bathe them. Pet's info: Dog | Yorkipoo | Female | unspayed | 7 months and 29 days old | 7 lbs
