Is it normal for my GSD's undercoat not to grow back after puppies?

Our GSD lost her undercoat completely after a litter of pups last summer and it’s not come back. Is this normal? It’s been 4 months. Pet's info: Dog | German Shepherd | Female | unspayed | 4 years and 9 months old | 90 lbs

Yes, this can be normal if it is related to hormones and/or stress. It may or may not be that though. There is no way for me to tell you for sure. I suggest you get her to a vet for an exam as there are many other things that can cause hair not to grow back.
