My dog nibbles when scratched. Is this normal or a health issue?

Pet's info: Dog | Beagle | Male

I just got a new dog he is a rescue and he was shot with a BB gun on the head , every time I scratch him on his spine above his tail he nibbles as if he is biting flees but he does it on blankets , the floor anything he is around. Do you think this is a sign of brain damage ?

No he is likely just itchy in that spot. This is no an uncommon response in dogs to being scratched in an itchy place. Especially if he is normal at all other times. I hope this helps and thank you for using Petco Pet Education Center, formerly Petcoach!
