My dog nibbles when scratched. Is this normal or a health issue?

Question

I just got a new dog he is a rescue and he was shot with a BB gun on the head , every time I scratch him on his spine above his tail he nibbles as if he is biting flees but he does it on blankets , the floor anything he is around. Do you think this is a sign of brain damage ? Pet's info: Dog | Beagle | Male

No he is likely just itchy in that spot. This is no an uncommon response in dogs to being scratched in an itchy place. Especially if he is normal at all other times. I hope this helps and thank you for using Petco Pet Education Center, formerly Petcoach!
