The picture on the right looks like it may be a hemangioma which is a benign (harmless) tumor of blood vessel lining cells. These tumors are not uncommon in dogs but are more rare in cats, with the highest incidence in older male cats. Your vet will likely be able to do a fine needle aspirate of the mass and send the smear/slides out for cytology. Hemangiomas usually come back as mostly blood with a few blood vessel lining cells. Usually surgical removal under anesthesia is curative if the mass is confirmed to be a hemangioma, however monitoring without treatment is reasonable with these tumors. Avoiding excessive exposure to sunlight is also recommended with these tumors. Good luck!
