Can I buy phenobarbital for my dog's seizures without a prescription?

Pet's info: Dog | Beagle | Male | neutered | 5 years and 8 months old | 50 lbs

Can you purchase phenobarbital over the counter, at A pharmacy to treat A dog? My dog is 7 years old, 50 lb Beagle and suffers from seizures regularly. He's being treated at the vet's for 90mg of Phenobarbital at the present time,and is costing me A fortune for treatment,bloodwork and medications to help control Bailey's seizures. Is there any other options I can try? Appreciate any feedback you can give. Thank You.
