My pregnant dog is panting, shaking, but not nesting. Is this normal?

I think my pregnant dog is in her first stage of labor. she is panting and shaking but she isn’t nesting? why could that be? Pet's info: Dog | Labrador Retriever | Female | spayed | 1 year and 8 months old
