I've been noticing now since it is winter, my cockatiel has been more fluffed up often. Should I be concerned?

If she is behaving normally otherwise, there is likely no cause for concern. Birds will fluff up their feathers to trap air between them. this acts as insulation to retain body heat. Check the room temp and increase it if necessary. Use a cage cover at night and check for strong or cold drafts around her cage. If she is lethargic, not eating and has loose droppings then she should be examined by your veterinarian or an experienced avian vet.

Birds can fluff for a number of reasons. They may do it when they are relaxing or preening as normal behavior, may fluff if they're feeling cold or stressed out, or may remain fluffed and quiet if they are feeling ill. If you suspect someone may be ill, scheduling a vet visit to rule out any health issues is always best.

At this point I would not be concerned. Young birds can stay fluffed through the day. Also they are a little more stressed with a new environment. If you notice trouble breathing I would recommend taking him to a veterinarian.
