My 6 year old Dachshund mix (think long haired dachshund with long legs) had a sudden yelping outburst out of nowhe while sitting outside with me re a few nights ago, followed up with reluctance to jump, yelping/crying when physically touched on his lower back, extreme tightness or stiffness all around lower back, walks rather than runs like he usually does coming up/downstairs, wants to play but is unable to for long and doesn’t run when doing so either. What could this be?

This presentation and the fact that he is Dachshund are strongly suggestive of a intervertebral disc disease. Possibly a disc extrusion (slipped disc) has affected him. A clinical examination at your local veterinarian is essential to confirm this clinical suspicion and treat appropriately.
