Why is my young 3-year-old Chihuahua getting gray hair on its muzzle?

My dog is a rescue from a puppy mill and they told me her birth day so anyway she'd be 3 now but my Mom thinks shes older then they think because shes got gray hair starting around her mouth... do 3 year old Chihuahua sometimes get gray hair. Pet's info: Dog | Chihuahua | Female | spayed | 3 years and 3 months old | 4 lbs
