What causes a dog to pant and have bloody urine or red discharge?

I don't k ow but I do a lot for animals and dogs so t days ago I saw a dog stray dog in 6 degree Celsius in cold he was standing and panting a lot and I notice near his toilet area and his pe is were out red color and he was panting later when I call animal control help for his tratmen I found him hiding beneath big commercial genset so what these signs of panting and penis out foreskin says what disease he had ?

Thank you for submitting your question regarding the stray dog. He could have been experiencing several different conditions. Bloody urine can be the result of a bladder infection, bladder stones, cancer in the bladder, trauma or even a bleeding disorder. Unfortunately, he would need to be seen by a veterinarian and likely have some diagnostic testing to know for sure. I hope this information helps you though.
