My unneutered dog is restless, won't eat, and wants to escape. Why?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 3 years and 3 months old | 37 lbs

My dog Harley is constantly trying to get outside and run away or jump over the fence in my backyard,he is shivering and restless,he chooses not to eat(or eat very little) He is very very clingy and won’t leave my side,he usually hates water but when I go near it he still follows me,he also stares at me with large pupils and his tail is down when it’s normally curled up ,my parents and sister have recently left me home alone with my older brother and I’m worried,Please let me know what’s wrong.

I would recommend neutering Harley. If there is a dog in heat within a mile they can always try to get out and not want to eat. I would have blood work performed prior to the procedure to check his organ function. Thank you for using Petco Pet Education Center, formerly Petcoach.
