Is it safe to leave my 4-month-old puppy outside in cold weather?

can i leave the puppy (she is 4 months) outside at the balcony at night or while i have guests around? i will get her a dog house of course. it can get to -3 or -5 outside. Pet's info: Dog | Pomeranian | Female | unspayed | 4 months and 19 days old | 2.2 lbs

It would be best not to do until she is a bit older as temperature regulation in puppies is still immature and -5 may be a quite challenging temperature.
