Why is my dog's neck swollen after surgery from a tight cone?

My dog had surgery today for a torn acl. Upon picking the dog up post surgery, I noticed both his seresto collar and the cone applied were extremely tight. To the point where I could not fit a single finger under the cone. My dog was drooling extensively as well. I loosened both. Upon getting him home I noticed his neck had a swollen soft pouch that was not there prior to surgery. Could this be potential damage to his salivary gland due to the tightness of the cone/collar?

It is a possibility that the tightness of both the collar and cone caused the swelling. I'd keep a close eye on the swelling, and if it gets bigger over the next 24 hours, doesn't go down over the next 48-72 hours, or Max has trouble breathing, take him back into the vet immediately. Best of luck.
