My hamster has a black anus, I can’t fully see as she is fidgety but I checked her underside and saw her anus was black and somebody ooo was starting to come out, is this normal? She’s also making some noises I can’t describe

This is likely normal for her but I cannot say for sure without an exam. If she is pooping normally and still eating and drinking and playing then I wouldn't be too concerned. If it begins to change or you are worried, I would have your vet take a look to ensure it is normal. If you are able to get the noises on video, I would have your vet listen to see if they are normal for her or something to be concerned about. I hope this helps!
