Is it normal for my dog to obsessively sniff a spot and won't move?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 45 lbs

Bandit whines wanting to go outside and has a certain spot that he sniffs and licks and you have to yank him to get him to move. Is that normal?

There must be a smell there that is very interesting. A in heat female, food, some small animal or another dog marked there. It sounds pretty normal to me. Best of luck and thank you for using Pet Coach.
