Just adopted a puppy with broken leg and fleas. What should I do?

I just adopted this puppy on the street basically and he has a broken leg and a fleas and ticks all over his body which he keeps scratching until he draws blood. Please suggest what should I do to clean him up. It's cold out here and we are afraid he might catch pneumonia. How do we clean him up and not let him disturb his wounds anymore?

A broken leg is extremely painful, and Leo needs veterinary care now. The best thing to do for him is to take him into a vet immediately who can treat his broken leg, give him pain killers (do NOT give him human pain medications), and can treat his fleas and ticks.
