My dog has a lump under his eye. Is it a cyst or a tumor? Does it need a biopsy?

My dog has been diagnosed with a last tumor, it's hard lump under his eye. The vet said its got no different since the last time he saw him. I've been doing some research and while I know they know what they are doing, he only felt the area and didn't x-ray or do a biopsy to confirm. I think it could be a cyst, it does leak and his eye is pushed away because of the lump. Could this be a cyst and not a tumor? He would need a biopsy wouldn't he? And could it be operated on either way? Tumor or not

Hi, please feel free to post a picture. If the lump is under the eye, I think at least a fine needle aspirate should be performed, if not enough information are gained from it, then next step would be a biopsy. Hope this helps !
