My dog is whining, licking rear, breathing fast. Is he in pain?

My dog has been whining and licking the air, trying to reach his hind quarter and is now breathing excessively fast.

Either something in his hind end is hurting him very badly, or your dog is showing signs of small seizures. I would video this behaviour and take the video with you to your vet ( bring thee dog also for an exam). Your vet will examine Bear, his anal sacs (they may be impacted or inflamed) and his hip and hind legs. depending on the findings he will empty his anal sacs or prescribe pain medicine for joint pain or other medication necessary to make your dog healthy again.
