Pet's info: Dog | Shih Tzu | Female | 2 months and 30 days old | 0.2 lbs
This afternoon when i checked on my shih pup, i've noticed that there were poop mudged on the floor and when i checked on her butt there i found feces formation on her butthole and it seems that she can't discharge her poop. I washed her butt and there i found a sore circle thing on her butthole, when she shrieked the moment i accidentally touvhed it. And now she is discharging soft watery poop and kept dragging her butt. What should i do??

Garlic may have an impacted anal sac which your veterinarian can easily diagnose and remedy by evacuation. I suggest you add some canned pumpkin to her food which will help with poop consistency. Schedule an appointment with your veterinarian for an exam.
