Hello! My 9 mos old puppy had emergency surgery on thanksgiving to clean out an Irrated cecum. There wasn’t anything particular that we could find that caused the problem. He’s been in rx food and nausea rx for the last 3 weeks to hell everything settle down. He seems to be panting more and is licking a ton. Night just be me being paranoid but is that a possible problem again?

Yes panting and licking can be signs of pain and nausea. I'd get him to an emergency vet tonight if possible, or to your regular vet tomorrow if tonight isn't an option. This could certainly be nothing more than needing a bit more time and medications, but with his recent history, I would take the more cautious route.
