    IT looks like dandruff from distance but it needs to be inspected from a much closer distance to rule out a mite infestation. if he has been scratching then the problem is probably more than just dandruff though.

    Toby appears to have mange (mites). You will need to consult with your vet for a treatment plan as specialized medication will be needed to correct this. Please understand that I cannot diagnose over the internet with just a photo and your description but that is what it appears to be at first glance. There are other possible options: * fleas * lice * ringworm * severe bacterial infection * severe yeast/fungal infection Hope this helps. Best wishes.
