Pet's info: Cat | Domestic Mediumhair | Male | neutered | 8 months and 30 days old | 2 lbs
My 8 month old kitten has recently started hissing at new people or when he is startled and he did not do that when he was younger. He will hiss at my mom every time she comes over and tries to pet him even though he sees her every other week. He is generally a laid back and social cat but I think new people stress him out even though he does not hide when people come over. Is there anything I can do to make him more comfortable around new or different people?

You could try asking visitors to toss treats to him while they're in the house, and also ask them to ignore him and not reach for him, talk to him, or try to pet him as many fearful cats find these kinds of interactions threatening. Using a plug-in Feliway diffuser and a natural calming supplement like Zylkene or Composure might also be helpful.
