My Green Cheeked Conure stretches its neck. Is this normal behavior?

My Green Cheeked Conure has started to do this thing in his neck where he stretches it, is this normal?

Without more context it is hard to say. He could just be stretching, excited, or adjusting his crop after eating so that food can be more easily digested (these are all normal behaviors.) If he is in discomfort, showing other signs of illness, vomiting, etc, then having a vet take a look is best as those are all signs that it is not normal behavior.
