My budgie's nail quick is too long. How can I trim it safely?

Is it possible let that my budgies quick has grown longer since his last nail trimming? He has an unusually long tow nail and while trying to clip it I saw I couldn't because the quick ran all through the nail? I didn't cut any if hiss nails until I know what's going on and will get a vet to do it instead. Pet's info: Bird | Parakeet | Male | unneutered | 4 months and 14 days old
