My 16-day-old kitten's eyes aren't open with crust. Is this normal?

Pet's info: Cat | Persian | Female | unspayed | 1 year and 7 months old | 6.5 lbs

It's 16th day of my kitties but eyes are not opened yet... Now their is something little hard substance is forming near the eyes... Is this common.... And isn't it too late for the kittens to open their eyes...I am cleaning the kittens eyes with luke warm water using a cotton.....

Yes, this is too long. They normally open their eyes around 7-10 days. I suggest you get them to the vet for an exam. I don't know what the hard substance is that you are referring to unless it is crusts forming due to an infection (very common in kittens). You really should get them to a vet for an exam.
