My budgie is puffed up and sleepy. Is he ill or just tired?

I can't tell if my budgie is ill or just tired. He is puffed up, sleepy and less energetic, and has been like this all day. His eyes look different, probably due to tiredness and his eyes are often closed. He has been eating as usual and also drinking water. He might be drinking more water than usual. He has also been interacting with my other budgie as usual. I fear that he may be malnourished as he does not like to eat fruit or vegetables. I think he also may not have slept much last night. Thanks for reaching out about Pluto. By the signs you listed, it appears that Pluto is sick. A veterinary visit should be schedules soon as once birds show signs of illness, they are fairly sick. Providing additional heat support will help but is not a treatment. Good luck.
