Hi, I have to say the pic is not very focused so I cannot see the shut eyes clearly but I cannot see discharge/crusty build up either. By 2 weeks the kitten eyes should be open but as long as they seem otherwise healthy, eyes are clean from discharge/crust, eating well, pooing, peeing, gaining weight you can wait a few more days to a week and monitor if still close then take them to a vet to check for also any birth defect. If the eyes are crusty and there is a discharge they may have eye infection take them to a vet to treat eye infection. if the cats not eating, weak, listless again seek veterinary help. Either way surgery at 2 weeks of age is not recommended and I cannot think of an indication for surgery for the eye at that age so you need to write again or start a private consultation with more information about the suggested eye procedure at that age.
