My wheaten terrier has skin sores. Is it allergies despite Apoquel?

My 3 year old wheaten terrier gets sore on her could it be allergies She is on Apoqual and I put fish oil on her food. Pet's info: Dog | Soft Coated Wheaten Terrier | Female | spayed | 1 year and 10 months old | 32 lbs
