I am currently visiting family in South Miami and there is a colony of feral cats in their neighborhood. One of them is extremely matted. When I pet it, I thought they were its bones, that's how bad it was. It's very sweet though. Is shaving it bad? It's currently in the 70's here as far as weather. I'm not sure what to do for the kitty

I think the only negative thing about shaving this cat may be, that the colony may not recognize her and therefore chase her away. However if you could find a home for her after having her shaved, that would be perfect, especially since she is so sweet. Shaving in general is not a problem,, especially not if the fur is as badly caked as you describe. Temperatures in the 70ies are ok for that.
