Why does my dog lick the air constantly for several minutes?

Pet's info: Dog | Chihuahua (Smooth Coat) | Male | neutered | 5 lbs

My dog keeps licking and licking in the air all day long. It lasts for about 5 minutes and he does it multiple times a day (like every 20 minutes).

This sounds like a form of seizure activity. I recommend taking videos of this behavior and taking him in for an exam and lab work. Seizures can be from many causes and he may need medication to control them. They also can be an indication of underlying medical problems so bring him in soon for an exam and treatment.     If he's gotten a clean bill of health from the vet, ruling out any dental or mouth issues that may be contributing, and he's otherwise acting normally, this is probably behavioral. Some dogs will do this as a compulsive behavior. For some it starts when they are insecure or uncomfortable and becomes a habit.
