My dog keeps biting his tail for hours; why is he hurting himself?

My dog is barking, chasing and biting his tail until he is really tired and hurt. I don't know what's the problem and I'm scared! I tried to pet him, give him toys, treats.... He just wont stop and sometimes it lasts for several hours. I really love him and I want to help him. I took him to the few different vets and they say he is healthy. He is 1 year old male and I think he is mix between golden retriever and something else. I got him from a local shelter when he was really young. He started. If he is injuring himself or exhausting himself by this behavior, that is not normal.
