My dog has flappy skin under her top lip. Is this a dental issue?

Pet's info: Dog | Mixed Breed | Female | spayed | 9 years and 10 months old | 4 lbs

I finally found a google image depicting her inter top lip. The part circled in yellow - is that normal? I have never checked under her top lip until now. She’s having no problems - just had yearly exam with bloodwork, UA, & T4 - all perfect. She’s eating & playing around with no problems. She’s a Maltese & Yorkie mix if that makes a difference. I checked a full blooded yorkies mouth & hers was more smoother. I think precious’ mouth has more “flappiness.” She will also be getting a dental done.

Thanks for using Petco Pet Education Center, formerly Petcoach! While not normal, that is not a big concern generally. Usually that can be seen in the presence of dental disease and is just the mucosa reacting to the dental disease. The dental cleaning that she is about to have should help with that. Best of luck!
