How to tell if my dog wants petting? When should I not pet them?

How can I tell whether my dog wants to be petted or not? Are there certain times that I shouldn't pet her?

You can tell by Ninya's body language. If she appears tense, her tail is tucked between her legs, she's panting excessively, and/or she's licking her lips, she is stressed and I would avoid petting her at those times. Best of luck.
