What are affordable non-surgical treatments for dog elbow dysplasia?

WEll, I want to adopt bailey (he is not mine yet) but he has elbow dysplasia, do you know any treatment for elbow dysplasia aside from surgery..?.. and if there is medicine or treatment how much does it cost and where can i get it??? because surgery is way too expensive thanks for your time. Pet's info: Dog | Shih Tzu | Male | 0 lbs

Treatment depends on the severity of the elbow dysplasia.
