My runt dog's heat cycle is delayed. Is her reproductive health okay?

I have 2 English Staffordshire Bull Terriers, they are littermates, 9 months old. Akita, has gone into her first heat cycle but Phoebe (who was the runt of the litter) has not. I am wondering if Phoebe being the runt has any effect on her heat cycle/ reproductive health?

Thank you for submitting your question regarding your dogs. I suspect Phoebe will start her heat cycle within the next 1-2 months. There is a natural variation between on the onset of sexual maturity in dogs. Being the runt should not affect her in this area. I hope this information helps!
