My cat can't walk, pee, and is stretching. Is it an emergency?

My cat is laying on the ground and can’t walk he can’t pee and he’s been stretching out like he’s getting a cramp

This is an emergency. You need to take Tommy to a pet ER right away. He may have seizures and if he cannot pee he may have a urinary blockage. This would be life-threatening. Please take him to a pet ER now.
