So My puppy likes to roll around in things outside and he hates to be brushed. So I wanted to get him a haircut but I’m afraid he’ll get too cold if I give him a haircut. So I know this is a weird question but what would be better for him healthwise, for me let him keep his longer scruffy hair or would it be OK for me to give him a haircut.

If he develops mats in his fur because he won't tolerate brushing I think it would be better to give him a shorter haircut and use a sweater to keep him warm. The skin beneath matted fur can become infected. If he does not have any mats it's fine to keep his coat a little longer.
