I have a neutered male 4 yrs old that is trying the mounting behavior with a 5 mos old spayed female? What so we do?

Since they are both neutered, this behavior is likely caused by over-stimulation. It's not sexual, it's just an inappropriate outlet for being overwhelmed or overexcited -- think really tired toddler starting to throw things and hit his friends. I would recommend redirecting him to a toy or playing with you, or remove him calmly from the situation. You don't want to punish him for the behavior, but you do want to stop it.
