Is this a skin tag it developed on my dog after I got him neutered it hangs from his nipple. Pet's info: Dog | Mixed Breed | Male | neutered | 9 years and 7 months old | 70 lbs

Possibly, but it is difficult to tell without being able to closely examine it. I would recommend that you have Max examined by the vet. While skin tags are usually benign, the larger ones attached by a long pedicle are at an increased risk of trauma. These are best removed to prevent future issues.
