Why is my puppy scratching, biting, and flaky? Fleas or allergies?

I recently got a puppy. It’s just the second full day of my having him. He’s 6 months old and he’s up to date on shots. He recently has been biting and scratching his back end, neck, and legs. I’ve tried brushing him on a white towel and I don’t see anything. It looks like he may have dandruff too? It’s white specks. I’m paranoid to the point that I’m making myself feel itchy. Is it allergies? could it be fleas even though I haven’t seen any. Pet's info: Dog | Yorkshire Terrier | Male | unneutered | 6 months and 9 days old | 5 lbs
