My dog cries when I touch her rear or she moves. Is she in pain?

I have a small dog and she cries everytime i touch her bottom area , shes not that old she is like a child very playful , when she move she cries , whats wrong with my dog? Pet's info: Dog | Chihuahua | Female | 10 lbs
